The Pharaoh Cassandra refers to here is the head of the Khemitian Lucian Church in Garrick Sepat, New Dalerius Prefecture. Despite the huge temple complex he lives in, and the significant influence of the church on nearly all levels of Coastlander society, the Pharaoh has no formal governmental power.

He is not to be confused with the actual Phaoah of the United Empire of Khemit, who is an actual constitutional monarch possessed of numerous (and frequently exercised) reserve powers. He is one of the few Primary Development Zone monarchs tolerated by the Great Powers of the Core Economic Zone, as doing away with the world’s oldest extant government and hoisting up the red flags of social democratic revolution is considered by the pencil-pushing nation builders of Kyokan and Beiguo to be unacceptably destabilizing to the region, and likely to disrupt the steady export of cheap sneakers and children’s toys of dubious quality and safety from Khemit’s sweatshops to the developed nations of Serah and North Sannadoc.

The Pharaoh of Khemit naturally considers the Pharaoh of the Khemitian Lucian Church to be a filthy Western apostate, but with some 10,000 Coastlander soldiers stationed in bases in Upper Khemit he is reduced to fuming silently.
